In law assigning responsibility for causality of events harming others is primary for enacting justice. I was just pointing that out. So if a democracy supports maladroit policy the government and people have a good chance of being the responsible party. If they don’t give a f, oh well. The difference between good and bad government in a democracy is the character of the people. If they are scum pursuing bad ends with a devil may care disposition the society traditionally subsides into history. There are valid reasons for government to have sober, just policy in furtherance of the well being of civilization.
