The inability of first world governments to reign in global wparming in preference to investing in building to a global hot war requires discretion. In the Cold War era massive quantitative parameters for conflict were normal. In the next cold/quasi hot war the conflict has the UK transferring weapons tech to the primary agent of western expansion Ukraine. The west sponsors Ukraine’s entry in the war with missiles, cash and advisors. Russia obviously has some help from North Career and China etc.

Parameters for permissible secondary party contributions to the conflict without prompting immediate escalation evolved. The parameters for allowable support have become more liberal yet Russia has reserved the right to bomb English weapons production sites that build missiles used to attack Russia, wherever they are located. One can imagine CIA Director flying about the globe to negotiate targets that can be acceptably added without invoking  NATO’s mass nuclear suicide pact.

Russia has a nuke powered missile it can keep aloft for days should the need arises. Rest assured that if everyone dies from a pervasive nuclear exchange the fight can go on for a few weeks anyway.

    Probably some kind of discrete new policy will arise permitting discrete direct attacks on point target production facilities tphat produce lpweapons used to attack non-NATO member nations since there isn’t a legal authority of an impartial nature governing that circumstance.
